On that call, Sheila Crowley, NLIHC President, outlined important elements in the statute that creates the new Housing Trust Fund and provides its initial, dedicated source of funding. Among the details highlighted were: 75% targeting to extremely low income people; 90% targeting to rental housing; eligible activities; fund distribution through state-designated agencies; required contents of Allocation Plans; public participation requirements; and, the factors in the allocation formula.
Also discussed were “next steps,” such as the importance of advocates working with their state governments to select the most appropriate state agency to receive and distribute the funds. In addition, advocates were urged to begin preparing now to fully participate in their state’s process for drafting the annual Allocation Plan. NLIHC and others will be working with HUD to develop implementing regulations that are consistent with the NHTF Campaign’s principles.
